RLNG Pipeline from Uttar Nalbila Gas Station to LNG-Based Gas-fired Combined Cycle Power Plant

The Government of Bangladesh (GoB) has given highest priority to power sector development in the country and has committed to making electricity available to all citizens by 2021 (Power Division 2015). The GoB has further extended its vision for power supply out to 2030 and prepared the Power System Master Plan (PSMP) in 2010. In line with this strategy, Bangladesh-owned Coal Power Generation Company Bangladesh Limited “CPGCBL” signed a memorandum of understanding (MoU) with Mitsui & Co., Limited to build a 500 – 630 MW re-gasified LNG-based combined cycle power plant (CCPP) in Matarbari Union, Maheshkhali Upazila of Cox’s Bazar District in Chittagong Division, Bangladesh. The CCPP is of dual-fuel with re-gasified natural gas (RLNG) as the main fuel and high speed diesel (HSD) as a back-up fuel. The Project is driven by fuel cost where plant efficiency and reliability are crucial, especially when the price of RLNG is relatively higher compared to the price of subsidized domestic natural gas. The RLNG for the project will be sourced from North Nalbila Gas Station. A new gas pipeline to supply RLNG to the CCPP has been planned to be constructed by the Gas Transmission Company Limited (GTCL) of GoB. A 42 inch gas pipeline will be installed in eastern side of the gas station. The approximate of length of the pipeline is 4.44 km. The pipeline will pass through the Korier Diar mouza (Ujantia union), Matarbari mouza (Matarbari union) and Uttar Nalbila muza (Kalamarchara). The pipeline cover a distance of 2.601 km from existing gas valve station to eastern bank of Kohelia River and will pass through agricultural lands, Matarbari road, settlements, saltpans/shrimp culture land and creeks. The project likely to have land acquisition and physical displacement. Land acquisition and resettlement involved with the project.
